In India for a vehicle to be road-legal it must be registered and have a license plate displayed in accordance with the Regional Transport Office (RTO) regulations. Each vehicle is assigned a unique registration number, which begins with a code representing the state or Union Territory where it is registered. For example, vehicles registered in Maharashtra will have a registration number starting with "M" while vehicles in Kerala will start with "KL."

What is the Regional Transport Office (RTO)?

The Regional Transport Office (RTO) is established under Section 213(1) of the Motor Vehicles Act of 1988. This Act which is governed by central law mandates the establishment of RTOs across states and cities in India. Each RTO is responsible for enforcing the provisions of the Act within its jurisdiction including vehicle registration licensing and other related functions.
