Driving a truck loaded with goods across three states, piloting a 50-seater bus on a mountain road, or operating a crane at a construction site, all of these require more than a regular car driving licence. They require a heavy vehicle driving licence India classifies as an HMV (Heavy Motor Vehicle) or transport licence, and obtaining one is a structured, multi-step process with specific eligibility requirements, training obligations, and endorsements.
If you are looking to build a career in commercial transport, this guide covers every aspect of the commercial driving licence India process, eligibility, types, documents, fees, how to apply online, and what endorsements you need.
Before diving in, it helps to understand the key difference between LMV and HMV DL in India.
LMV (Light Motor Vehicle): Covers cars, jeeps, light trucks, and pickup vehicles with a Gross Vehicle Weight (GVW) up to 7,500 kg. A standard personal DL for driving a car or motorcycle falls in this category.
HMV (Heavy Motor Vehicle): Covers vehicles with GVW above 7,500 kg, buses, trucks, heavy commercial vehicles (HCVs), and trailers. An HMV driving licence India authorises you to drive these professionally.
There are also intermediate categories:
| Licence Type | Vehicles Covered | Notes |
|---|---|---|
| Transport Vehicle DL (LMV-TR) | Taxis, cabs, light commercial delivery vehicles | Requires 8th pass |
| HMV, Goods | Trucks, lorries, articulated vehicles | Requires valid LMV-TR DL |
| HMV, Passenger (HPMV) | Buses, minibuses | Requires valid LMV-TR DL |
| PSV Badge | Any public service vehicle | Additional endorsement over DL |
| Dangerous Goods Badge | Tankers, hazmat vehicles | Specialised endorsement |
The HMV DL age requirement is stricter than for personal licences:
The requirement to hold a prior LMV DL for at least 1 year is often overlooked by first-time applicants. You cannot go directly from no licence to an HMV licence. The progression is: Learner's Licence then LMV Permanent DL (hold for 1+ year) and finally apply for HMV DL. If you are still at the beginner stage following a standard DL application guide can help you complete the LMV licensing process correctly before moving to commercial vehicle categories.
Unlike a personal car DL, a heavy vehicle driving licence in India has a formal training requirement. Applicants must complete training at a government-recognised driving training school before appearing for the HMV test.
MoRTH has established certified driver training centres across India under the National Driver Training Initiative. Training typically covers:
Training duration varies by vehicle type, typically 4 to 6 weeks for heavy goods vehicles. After completing the training, you receive a training completion certificate, which is required for the HMV DL application.
For the transport DL or HMV driving licence India application you will need several additional commercial vehicle documents beyond the standard documents required for DL applications:
1. Valid LMV Driving Licence (at least 1 year old)
2. Age proof (Aadhaar, Birth Certificate, 10th marksheet)
3. Educational qualification proof, Certificate showing 8th standard pass (required for transport DLs)
4. Medical Certificate (Form 1A), Signed by a registered medical practitioner
5. Address proof (Aadhaar, Voter ID, Utility Bill)
6. Passport-size photographs (recent)
7. Training completion certificate (from recognised driving training centre)
8. PSV Badge application, If applying for passenger service vehicle authority
Go to parivahan website, then select Driving Licence Related Services from the Online Services menu, and finally proceed to select your state. Log in to your existing Parivahan account.
Under DL Services, choose Add Class to DL or Apply for HMV Endorsement, depending on your state's portal layout. Enter your current DL number.
Choose the HMV class(es) you want to add:
You will need a corresponding Learner's Licence for the HMV class before applying for the permanent endorsement, the same two-stage process as a standard DL.
Upload your existing DL, training certificate, Form 1A medical certificate, educational qualification proof, and standard identity documents.
HMV DL application fees are higher than standard DL fees:
| Application | Approximate Fee |
|---|---|
| HMV LL Application | ₹200 to ₹400 |
| HMV Permanent DL | ₹400 to ₹800 |
| PSV Badge | ₹200 to ₹400 |
Exact fees are displayed on the Sarathi portal at the time of application.
The HMV driving test is more rigorous than the LMV test. In states with automated tracks, HMV tests use larger test areas designed for heavy vehicle manoeuvring. The examiner (or automated system) evaluates your ability to safely handle the vehicle, reversing with a trailer, navigating narrow turns, controlled braking with load weight.
After passing the HMV test, the new vehicle class is added to your existing DL record. An updated smart card reflecting the HMV endorsement is dispatched within 7 to 30 working days.
If you already have a permanent DL and want to add an HMV class to it, you do not apply for a completely new licence. Instead, you follow the Add Class to DL route on the Sarathi portal.
Here is the process for how to add HMV endorsement to DL:
1. Apply for an HMV Learner's Licence (LL) through the Sarathi portal
2. Hold the HMV LL for 30 days
3. Apply for HMV permanent DL addition
4. Appear for the HMV driving test
5. New endorsement is added to your existing DL number
Your existing DL number does not change. The new HMV class is simply appended to the existing record.
A PSV (Public Service Vehicle) badge DL is required for anyone driving a vehicle that carries members of the public for hire, buses, taxis, auto-rickshaws, school vans, cab aggregator vehicles.
To obtain a PSV badge:
The PSV badge is renewed periodically (typically every 3 to 5 years) and is revocable in case of serious traffic violations.
1. What is the minimum age for HMV driving licence in India?
Ans: The minimum age is 20 years for all heavy motor vehicle and transport vehicle licence categories.
2. Can I apply for an HMV DL online without visiting the RTO?
Ans: The online application and document submission can be completed via the Sarathi portal, but the HMV driving test requires an in-person visit to the RTO. Most states also require the training completion certificate to be verified physically.
3. Do I need to hold an LMV DL before applying for HMV?
Ans: Yes. You must hold a valid LMV or LMV-TR driving licence for at least 1 year before applying for an HMV endorsement. This is a mandatory regulatory requirement.
4. Is the 8th standard pass requirement strictly enforced?
Ans: Yes. The educational qualification proof (Class 8 pass certificate or equivalent) must be submitted during the transport or HMV DL application. Applications without this document are rejected.
5. How long does an HMV DL remain valid?
Ans: An HMV driving licence is typically valid for 3 to 5 years for transport vehicle categories, depending on the vehicle class and the driver's age. Renewal is required before expiry, along with a fresh medical examination.
6. Can a woman apply for a heavy vehicle driving licence India?
Ans: Absolutely. There is no gender restriction for any driving licence category in India, including HMV licences. Several government and private transport training programmes actively encourage women to pursue HMV and commercial driving careers.
